On the 29th, the National Development and Reform Commission, together with the Ministry of Commerce and the State Administration for Market Regulation, issued the *Notice on Launching a Campaign to Clean Up and Rectify Market Access Barriers to Promote the Construction of a Unified National Market*. The notice aims to further vigorously break down market access barriers, comprehensively clean up and rectify all kinds of unreasonable regulations and practices that improperly set up such barriers, and establish and improve long-term mechanisms including clue collection, verification and rectification, and case notification. It also seeks to ensure the full implementation of the principle of "non-prohibited access" and foster a fair market access environment. The key targets of this clean-up and rectification campaign include all types of regulatory documents that violate market access system requirements, which are formulated and implemented in the form of local regulations, rules, administrative normative documents, and other policy documents, as well as various practices of governments at all levels that improperly set up market access barriers. A responsible person from the National Development and Reform Commission stated that the main steps of this clean-up and rectification campaign are as follows: 1. Conduct a comprehensive clean-up of all regulatory documents involving market access. All cases of improperly adding access items or conditions, or improperly expanding the scope of access shall be corrected; all market access regulations established without basis in higher-level laws or corresponding legal procedures shall be abolished. 2. Carry out clue collection. Through self-inspection by government departments, public solicitation, and other means, comprehensively collect problem clues obtained from various channels. 3. Conduct case-by-case verification and rectification. The development and reform departments of all provinces, together with commerce and market supervision departments, shall summarize the problem clues collected from various channels and promote governments at all levels and their subordinate departments within their jurisdictions to verify and rectify them within a time limit. 4. Publicly notify typical cases. After reviewing the verification and rectification of problem clues in accordance with procedures, the National Development and Reform Commission will select typical cases for public notification and release them to the public, and simultaneously include them in the national urban credit monitoring system. Xinhua News Agency is invited to participate in publicity, reporting, and public opinion supervision throughout this clean-up and rectification campaign. A working mechanism for clue sharing, joint investigation of cases, joint release of typical cases, and joint promotion of experience will be established to help implement the negative list and further accelerate the construction of a unified national market. It is reported that in recent years, the National Development and Reform Commission and other relevant departments have actively broken down various forms of market access barriers. They have publicly notified 115 typical cases that violate the market access negative list in 7 installments, removed a number of market access obstacles that are of concern to grass-roots governments, business entities, and the people, and effectively safeguarded the market access rights of business entities.
