Notice on Launching the Second Batch of Pilot Work for New Technological Transformation of Manufacturing Industry in Cities Letter of the General Office of the Ministry of Industry and Information Technology and the General Office of the Ministry of Finance 〔2025〕 No. 108 competent departments of industry and information technology and finance departments (bureaus) of all provinces, autonomous regions, and municipalities directly under the Central Government; Bureau of Industry and Information Technology and Finance Bureau of the Xinjiang Production and Construction Corps: To thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, and fulfill the requirements of the government work report on "in-depth implementation of major technological transformation and upgrading of the manufacturing industry and large-scale equipment renewal projects", in accordance with the relevant requirements of the Notice of the Ministry of Finance and the Ministry of Industry and Information Technology on Launching the Pilot Work for New Technological Transformation of Manufacturing Industry in Cities (Cai Jian 〔2024〕 No. 16, hereinafter referred to as the Notice), the Ministry of Industry and Information Technology and the Ministry of Finance (hereinafter referred to as the two ministries) will organize the launch of the second batch of pilot work for new technological transformation of manufacturing industry in cities. The relevant work arrangements are hereby notified as follows. I. Supported Contents In accordance with the relevant requirements of the Notice, cities will continue to be supported in organizing demonstration projects through a combination of "points, lines, and areas". At the "point" level, demonstrations of digital and intelligent transformation will be carried out; at the "line" level, demonstrations of digital collaborative transformation of industrial chains and supply chains will be conducted; and at the "area" level, demonstrations of overall digital transformation of industrial clusters and sci-tech industrial parks will be promoted. Efforts will be made to accelerate the promotion and application of digital technologies, green technologies, and innovative products, and drive the high-end, intelligent, and green development of the manufacturing industry. On the basis of the supported contents specified in the Notice, the following matters will be further explored for support. (1) Building "point"-level intelligent transformation demonstration projects. Explore new models of intelligent manufacturing based on large models to realize intelligent decision-making, intelligent optimization, real-time monitoring, flexible scheduling, and predictive maintenance in all links of production and manufacturing. (2) Supporting "line"-level overall digital transformation of industrial chains. Support leading enterprises in building smart supply chains and green supply chains to achieve efficient collaboration among enterprises. Encourage leading enterprises to explore the application of industrial large models in vertical fields, so as to realize flexible production scheduling, dynamic resource allocation, and industry knowledge sharing among upstream and downstream enterprises in the industrial chain. (3) Supporting "area"-level construction of high-standard digital parks. The management committees of core承载 parks of advanced manufacturing clusters, high-tech zones, and other sci-tech industrial parks shall formulate overall implementation plans for new technological transformation of the parks, focus on leading industries, and support the implementation of overall digital transformation. It is encouraged to build manufacturing digital transformation promotion centers to provide targeted and customized scheme development and transformation implementation services. Establish public management service platforms that support unified access of cross-domain data and collaborative sharing of applications, and accelerate the layout of applications such as artificial intelligence large models. II. Work Requirements (1) Focus on key industries. The applying cities should identify about 3 leading industries in the manufacturing sector as the key industries for technological transformation. It is encouraged to select traditional industries that contribute significantly to industrial economic growth and have an urgent need for transformation and upgrading, such as petrochemicals, iron and steel, non-ferrous metals, building materials, machinery (instrumentation), food, light industry, textiles, etc. (see Annex 1), and specific sub-sectors can be further identified within the key industries. (2) Strengthen policy coordination. Coordination should be made with policies such as equipment renewal in the industrial field and ultra-long-term special national bonds to form a policy synergy. For key projects supported by other central fiscal funds, they can be included in the scope of the pilot work to strengthen the leading role of the pilot, but central fiscal funds shall not be arranged repeatedly. (3) Strengthen work connection. It is encouraged that the implementation plans of the second batch of applying cities be well connected with those of the first batch of selected cities, and collaborative transformation be implemented in key industries and major projects. Support the leading cities of advanced manufacturing clusters to promote cross-regional joint technological transformation projects, and promote integrated deployment, systematic advancement, and collaborative transformation. Support applying cities in different provinces on the same industrial chain to strengthen connection in their respective implementation plans, so as to amplify the radiation and leading role of the pilot cities in their regions. (4) Strengthen project review. Applying cities should conduct project review and select high-quality projects to be included in the implementation plans. The declared major projects should meet the requirements of good basic conditions, clear technical routes, and strong willingness of the main body to transform, so as to avoid frequent adjustments during the project implementation that affect the overall progress of the pilot work and budget execution. (5) Standardize the use of funds. The award and subsidy funds arranged by the central finance for the selected cities shall be used for the key projects specified in the implementation plans. The support methods shall be determined by local governments, including investment subsidies, loan interest subsidies, guarantee fee subsidies, etc. In principle, projects such as infrastructure construction, public service platform construction, and service provider cultivation shall be supported by local funds. The selected cities shall ensure that the special funds are used for special purposes and accounted for separately, and put the prevention at the forefront, and strengthen daily scheduling and supervision and inspection. III. Application Matters (1) The provincial competent departments of industry and information technology and finance departments are responsible for selecting the proposed pilot cities and submitting a recommendation letter to the two ministries. Each province and autonomous region can recommend at most 1 prefecture-level city, and each municipality directly under the Central Government can recommend at most 2 districts (counties), with one of the districts (counties) taking the lead in the application. The Xinjiang Production and Construction Corps does not occupy the recommendation quota. Cities that have been included in the pilot scope by the two ministries shall not apply repeatedly. (2) Applying cities shall formulate implementation plans and attach relevant supporting materials (refer to Annex 2). The application materials include two copies each of the paper version with official seals and the PDF version (burned on CD-ROM), which shall be submitted by the provincial competent departments of industry and information technology and finance departments to the two ministries before April 23, 2025. (3) The provincial competent departments of industry and information technology and finance departments shall, in accordance with the requirements of the Notice of the Planning Department of the Ministry of Industry and Information Technology and the Economic Construction Department of the Ministry of Finance on Further Doing a Good Job in the Pilot Work for New Technological Transformation of Manufacturing Industry in Cities (Gong Gui Han 〔2024〕 No. 1109), strengthen the implementation of the pilot work tasks, enhance process management, and standardize the use of funds. For cities with poor annual performance evaluation results, punitive measures such as urging rectification, suspending pilot qualifications, deducting or recovering award and subsidy funds will be taken according to the severity of the situation. Other matters not covered herein shall be implemented in accordance with the requirements of the Notice.
