### Project of "Foundation-Laying" for Reliability and "Doubling" for Reliability of Complete Equipment and Systems Support the development, promotion, and application of fundamental, common, key, and urgently needed reliability standards, and improve the reliability standard system for the manufacturing industry. Support the provision of reliability diagnosis and improvement services, promote the application of reliability tools, and identify a number of typical cases of reliability improvement with demonstration and leading effects. 7. Improve the quality of key products Implement policies and measures in fields such as new energy, intelligent connected vehicles, and low-altitude equipment; support quality research on high-end key components in areas like instrumentation, agricultural machinery, and aviation; strengthen the development of quality standards for related products; promote the transformation of advanced group standards into industry or national standards; and drive the improvement of product supply quality. Organize quality inspections for products such as lithium batteries and photovoltaic products, and strengthen supervision and inspection of radio transmitting equipment. (III) Promote high-quality development of key industries 8. Consolidate the foundation for industrial quality development Encourage industry associations and professional institutions to take the lead in developing advanced quality standards, accelerate the supply of high-level quality standards, and force enterprises to continuously improve product quality, with standards leading the quality improvement of the manufacturing industry. Support enterprises and professional institutions in aggregating industrial factor resources, and enhance supporting capabilities in metrology, standards, inspection and testing, and experimental verification. Strengthen high-level certification services for product quality and quality management systems; support professional institutions in developing new certification businesses to meet the needs of new industries and new forms of business; encourage high-end quality certification in fields such as consumer goods, equipment, and electronics; and increase the supply of high-quality products. 9. Carry out the "Three-Product" initiative in the manufacturing industry Further advance the "increase variety, improve quality, and create brands" initiative in key industries, and build famous products, high-quality products, and classic industries. Implement the "Three-Product" initiative for consumer goods, create a tiered matrix of Chinese consumer famous brands, and carry out national tours of consumer famous brands. Launch the "Three-Product" initiative for raw materials, strengthen material quality assurance capabilities, formulate a number of "Three-Product" lists for raw materials, select typical cases of the "Three-Product" initiative for raw materials, and promote raw materials to have more diverse and reasonable varieties, more stable and superior quality, and more influential brands. 10. Enhance the quality competitiveness of industrial development carriers Relying on national high-tech industrial development zones, industrial parks, national advanced manufacturing clusters, and characteristic industrial clusters of small and medium-sized enterprises, promote the implementation of advanced quality standards, quality talent training, and quality public services. Build a sound ecosystem for quality development featuring management synergy and resource sharing, form agglomeration effects and growth drivers, and cultivate more industrial clusters and high-quality enterprises with prominent quality advantages and significant leadership. (IV) Improve the efficiency of quality public services 11. Strengthen the functions of laboratories for industrial product quality control and technical evaluation Revise the *Measures for the Administration of Laboratories for Industrial Product Quality Control and Technical Evaluation*, newly approve a batch of such laboratories, and guide them to strengthen functions such as inspection and testing, quality diagnosis, quality improvement, experimental verification, standard development, and innovation in common quality technologies. Encourage local governments to include laboratory layout and construction in regional development plans, and guide laboratories to provide high-quality public services for regional industrial development. 12. Give play to the role of quality public service institutions Support quality public service institutions in comprehensively utilizing factor resources such as metrology, standards, testing, and certification to provide "one-stop" integrated services covering the entire product life cycle, the whole innovation chain, and the entire industrial chain, helping enterprises improve quality control capabilities. Encourage quality public service institutions to deeply explore the value of quality data, carry out regular quality monitoring, analysis, and early warning, and effectively play a role in decision support. (V) Improve the long-term mechanism for quality development 13. Establish a quality development monitoring system Strengthen the research and tracking of quality development trends, carry out dynamic monitoring and analysis of quality data, construct a manufacturing quality index, explore the construction of an industrial quality big data platform, accelerate the development of a quality digital map, monitor the quality development level of regions, industries, and enterprises, and provide reference and intellectual support for quality decision-making. Improve the adoption mechanisms at multiple levels such as government, industry, and society, and promote the widespread adoption and application of the evaluation results of manufacturing enterprises' quality management capabilities. 14. Enhance the literacy of quality talents Support local governments, industry associations, and professional institutions in carrying out professional training for senior managers of enterprises, quality management personnel, and technical skills talents, disseminate advanced quality management concepts and methods, and improve industry quality awareness and talent quality. Encourage colleges and universities, research institutes to promote the construction of quality-related disciplines and courses, and cultivate high-quality quality talents through industry-education integration. (VI) Promote the innovation and development of pilot-scale testing in the manufacturing industry 15. Accelerate the tiered cultivation of pilot-scale testing platforms Strengthen the reserve of manufacturing pilot-scale testing platforms, optimize the key directions and construction paths for the layout of pilot-scale testing platforms, update the *Guidelines for the Construction of Manufacturing Pilot-Scale Testing Platforms* and *Key Points for the Construction of Key Directions of Manufacturing Pilot-Scale Testing Platforms*, and guide local governments to focus on key fields, and rationally layout and construct pilot-scale testing platforms in a localized and orderly manner. Improve the tiered cultivation mechanism for pilot-scale testing platforms, select a number of key pilot-scale testing platforms for cultivation, and promote qualified pilot-scale testing platforms to upgrade to a higher level. 16. Continuously promote the improvement of pilot-scale testing capabilities Select a number of excellent pilot-scale testing scenarios with high technical level and promotion value to provide reference for enterprises to improve their pilot-scale testing capabilities. Support qualified enterprises in opening up pilot-scale testing service resources and drive the improvement of pilot-scale testing capabilities in the industrial chain. Strengthen the pilot-scale testing functions of existing innovation and service carriers, and promote the open sharing of pilot-scale testing capabilities. Promote the synergy between the innovative development of pilot-scale testing and the tasks of high-quality development actions for key industrial chains, and improve the pilot-scale testing capabilities of key industrial chains. 17. Strengthen resource and factor support guarantees Establish a manufacturing pilot-scale testing standardization technical committee, issue the *Guidelines for the Construction of Manufacturing Pilot-Scale Testing Standard System*, encourage enterprises, universities, research institutes, and users to formulate and revise a number of basic general standards, key technical standards, and industry application standards that are urgently needed for pilot-scale testing development, and effectively play the supporting and leading role of standards. Support pilot-scale testing platform projects with strong industrial driving force, and promote capability building, technological iteration, and industrial innovation. Encourage local governments to support the improvement of pilot-scale testing capabilities through various means such as fiscal funds, special funds, and government subsidies, and guide financial capital and social capital to increase support. Deepen industry-education integration and strengthen the supply of professional pilot-scale testing talents. 18. Optimize the industrial development ecosystem for pilot-scale testing Issue a catalog of service resources for manufacturing pilot-scale testing platforms, build a management and service platform for manufacturing pilot-scale testing platforms, construct a pilot-scale testing digital map and a pilot-scale testing cloud service network, promote the interconnection of pilot-scale testing resource factors and the connection of supply and demand, and build a national manufacturing pilot-scale testing service network. Encourage various parks and industrial clusters to optimize resource allocation and lead regional pilot-scale testing innovation and development. Give play to the role of industry associations, manufacturing pilot-scale testing branches, etc., as bridges and ties, gather industry forces, and jointly promote the development of pilot-scale testing. (VII) Promote the brand building of "Made in China" 19. Consolidate the foundation for brand development Accelerate the formulation and revision of brand cultivation, management, and evaluation standards, and improve the brand standard system for the manufacturing industry. Carry out research on manufacturing brand issues, explore the construction of an evaluation index system for manufacturing enterprise brands, establish a brand database, and strengthen dynamic monitoring, data analysis, and application of results. Guide industry associations and professional institutions to carry out diversified activities such as standard development, talent training, evaluation and diagnosis, exchange and promotion, cultivate brand building talents, and jointly improve brand building capabilities. 20. Accelerate brand building and cultivation Encourage enterprises to establish a brand cultivation management system, and strengthen the integrated development of brand building with technological innovation and quality improvement. Encourage local governments to focus on characteristic and advantageous industries, and build industrial cluster regional brands with distinctive industrial characteristics, strong competitiveness, and high reputation. Support industry associations and professional institutions in providing services such as brand creation evaluation and diagnosis, and brand出海 (brand going global) docking for enterprises, and improve enterprises' brand building capabilities and international operation capabilities. 21. Strengthen brand publicity and promotion Carry out the "Made in China" high-quality brand national tour activities, hold a series of activities such as brand experience sharing, brand building salons, and brand story exhibitions, publicize and promote typical cases of brand building, build famous and high-quality manufacturing products and classic industries, and create a good brand atmosphere driven by advanced technology, supported by excellent quality, and shaped by craftsmanship culture. Support industry associations and professional institutions in carrying out brand going global activities for advantageous industries, tell the story of "Made in China" brands, and help more outstanding brands go abroad and to the world. III. Guarantee Measures Competent departments of industry and information technology in all regions shall strengthen overall coordination,压实 (consolidate) work responsibilities, refine annual arrangements, increase policy incentives, deploy and implement work related to quality, pilot-scale testing, and brands in a coordinated manner, give full play to the role of industry associations, professional institutions, and other parties, and form a strong synergy to promote work.
