The Ministry of Industry and Information Technology (MIIT) releases the Opinions on the Innovative Development of Metrology in the Manufacturing Industry.

Departments in charge of industry and information technology of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps: Metrology is one of the important technical foundations of the manufacturing industry, integrated into the entire process of product design, research and development, production, testing, and use, including the development, verification, calibration, maintenance, consultation, and training of measuring instruments. Manufacturing metrology refers to the innovative application and specific practice of metrology in the manufacturing field. It realizes unit unification and accurate quantity values through the quantity transmission and traceability system, effectively ensures product consistency and interchangeability, supports industrial quality improvement and efficiency enhancement, and enables scientific management. It is of great significance to upgrading industrial foundations, modernizing industrial chains, and building a strong manufacturing country. To implement the arrangements of the *Metrology Development Plan (2021-2035)*, promote the high-quality development of manufacturing metrology, and accelerate the advancement of new industrialization, the following opinions are put forward. I. General Requirements Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirits of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee. Adhering to the basic principles of innovation leadership, foundation first, systematic promotion, and coordinated development, we will take enhancing the innovation capability of manufacturing metrology as the main line and achieving precision measurement as the goal. We will accelerate breakthroughs in key metrological technologies and equipment for manufacturing, establish and improve an advanced metrological calibration service system, form an efficient manufacturing metrology service network, help develop new productive forces, and provide solid support for accelerating new industrialization and achieving the strategic goal of building a strong manufacturing country. By 2027, positive progress will be made in the development of manufacturing metrology: over 100 key metrological calibration technologies will be broken through; more than 300 industry metrological calibration specifications will be formulated or revised; more than 100 sets of measuring instruments and reference materials will be developed; the resilience and security level of industrial and supply chains will be significantly improved; over 50 high-quality instrument and meter enterprises will be cultivated; more than 10 high-level metrological calibration technology service institutions for manufacturing will be promoted; the technical service network will be basically improved; and service capabilities will basically cover important industrial fields. By 2030, the innovation level of manufacturing metrology will continue to improve, the technical service network will be more refined, the comprehensive metrological strength in key fields will be greatly enhanced, and this will strongly support the high-quality development of China's manufacturing industry. II. Strengthening Effective Supply of Manufacturing Metrology (1) Breaking Through Key Generic Metrological Technologies In emerging fields such as quantum, artificial intelligence, new materials, new energy, advanced manufacturing, and next-generation information technology, focusing on problems such as "unmeasurable, incomplete measurement, inaccurate measurement, and slow measurement", we will innovate quantity traceability and transmission methods and break through a number of key metrological technologies through methods such as "unveiling the list to recruit talents" and "competitive selection". Proactively adapting to the development of the quantization reform of the International System of Units and the new trends of digital and flat quantity transmission and traceability, we will research technologies such as quantum metrology, digital simulation measurement, and accurate measurement of comprehensive parameters such as dynamic quantities and extreme quantities. Conduct research and application of key technologies such as functional safety evaluation of metrological software. Carry out research and application of online, dynamic, real-time, remote, and multi-parameter calibration technologies in working conditions. Strengthen mutual learning and promotion with advanced metrological technologies in the national defense science, technology, and industry system, and promote the integrated development of generic metrological technologies for both military and civilian purposes. (2) Accelerating the R&D of High-end Measuring Instruments Sort out the supply capacity of metrological standard instruments in key industrial chains and form product maps and lists. Aiming at international advanced levels, develop a batch of high-precision, integrated, and intelligent measuring instruments. Strengthen the pilot-scale testing and application verification of measuring instruments, improve the reliability, stability, safety, and applicability of independent measuring instruments, and enhance the level of integrated application and compatible adaptation of digital technology products such as chips, operating systems, and databases based on safe and reliable evaluation. Give full play to the role of government procurement policies, guide the use of independent measuring instruments and reference materials, and accelerate technological progress and industrialization. (3) Strengthening the Development of Reference Materials Formulate a development catalog for reference materials. Accelerate the development and application of reference materials in key fields such as chemical industry, petrochemicals, iron and steel, non-ferrous metals, building materials, machinery, automobiles, ships, aviation, light industry, textiles, electronics, and communications. Optimize production processes and improve the uncertainty level of reference materials. Establish a quality traceability system for reference materials, strengthen quantity verification and validation, and form regulatory capabilities throughout the entire life cycle of R&D, production, and application. (4) Improving the System of Metrological Technical Specifications According to the current situation of industrial development, formulate and revise metrological technical specifications by category, promote the coordinated development of metrological technical specifications with advanced technology research and standard formulation, and enhance the advancement and practicality of metrological technical specifications. Strengthen coordination with the National Metrological Technical Committee, organize the formulation of metrological verification regulations and metrological calibration specifications in accordance with relevant laws and administrative regulations, carry out metrological verification in accordance with metrological verification regulations, and conduct metrological calibration in accordance with metrological calibration specifications. Deploy the system of metrological technical specifications in advance to meet the needs of metrological verification and calibration for future industries. Encourage enterprises to actively participate in the formulation and revision of international metrological rules and specifications to enhance international discourse power. Strengthen the promotion and application of industry metrological technical specifications and improve industry service capabilities. (5) Cultivating High-quality Instrument and Meter Enterprises Strengthen the basic guarantee role of metrology for the instrument and meter industry, and promote mutual promotion and progress between metrology and the instrument and meter industry. Benchmarking against foreign advanced levels, cultivate a number of leading enterprises in high-end measuring instruments and reference materials with ecological leadership capabilities. Guide small and medium-sized instrument and meter enterprises to focus on their main businesses, adhere to the direction of specialization, refinement, differentiation, and innovation, continuously enhance their innovation capabilities and core competitiveness, and cultivate more "little giant" enterprises with specialization, refinement, differentiation, and innovation. Guide instrument and meter enterprises to implement quality and brand strategies, strengthen quality support, establish a high-quality brand image, and enhance influence and international competitiveness. Strive to improve the resilience of the instrument and meter industrial chain and supply chain, and build a number of high-end instrument and meter industrial clusters with distinctive characteristics and outstanding advantages. (6) Building a Team of Professional Metrological Talents Encourage metrological technical backbones to participate in manufacturing metrological technology research and the transformation of scientific research achievements, and cultivate comprehensive and applied talents who are familiar with industrial conditions and master high metrological technical levels. Increase efforts to introduce high-level overseas talents, foreign experts, and intellectual resources in the metrological field, and give play to the role of high-end overseas metrological testing intelligence. Improve the evaluation, guarantee, and incentive mechanisms for manufacturing metrological talents. III. Deepening the Application and Empowerment of Manufacturing Metrology (7) Innovating Metrological Service Models Support high-level metrological calibration technology service institutions for manufacturing, professional metrological stations, calibration laboratories, and other relevant units engaged in metrological work (hereinafter collectively referred to as metrological institutions) to carry out "one-stop" services such as the development, verification, calibration, maintenance, consultation, and training of measuring instruments, and provide integrated solutions for enterprises to improve precision measurement levels. Strengthen the use of calibration methods to ensure the accuracy of quantity values throughout the entire process of product design, R&D, production, testing, and use. Encourage metrological institutions to innovate service models and provide metrological calibration services in various forms such as on-site factory驻守 and park驻守 for nearby and convenient access. (8) Strengthening Metrological Verification Services Strengthen the publicity of the *Metrology Law of the People's Republic of China* and other relevant laws and administrative regulations, urge the manufacturing industry to implement the mandatory verification of the highest metrological standards used by enterprises and institutions and the working measuring instruments included in the mandatory verification catalog in accordance with the law. Those that have not applied for verification in accordance with regulations or have failed the verification shall not be used. Metrological verification must implement metrological verification regulations. Metrological verification work shall be carried out in accordance with the principle of economic rationality, locally and conveniently. (9) Building Metrological Technical Service Institutions Systematically layout the construction of high-level metrological calibration technology service institutions for manufacturing, and carry out metrological technology research, development of high-end measuring instruments and reference materials, and formulation and revision of metrological technical specifications in response to the needs of manufacturing. Encourage eligible public service platforms for industrial technology foundations to build high-level metrological calibration technology service institutions for manufacturing. Strengthen the evaluation of service efficiency of high-level metrological calibration technology service institutions for manufacturing to ensure standardized operation and efficient development. #### (10) Improving the Advanced Metrological Service System Promote high-level metrological calibration technology service institutions for manufacturing, professional metrological stations, and calibration laboratories to jointly build an efficient service network, and use the "Internet + metrology" model to improve service efficiency. Encourage metrological institutions to "go global with enterprises" to support the global layout of China's manufacturing industry. Encourage metrological institutions to develop in a diversified manner and carry out public services such as standard verification and testing, metrological testing, test verification, industrial information, intellectual property rights, and achievement transformation. IV. Promoting Innovation and Upgrading of Manufacturing Metrology (11) Improving Advanced Metrological Management Organize training on enterprise metrological management, guide enterprises to incorporate metrological management requirements into their management systems, and promote the coordinated development of metrological work and enterprise production and operation. Encourage enterprises to reduce costs, increase efficiency, and improve quality by enhancing metrological capabilities, and enhance market competitiveness. Strengthen guidance and urge enterprises with weaknesses in metrological management to improve. Strengthen the requirements for the traceability of instruments and equipment, sort out the measurement methods and procedures for key parameters in the test and production processes, establish necessary metrological standard devices, rationally utilize socialized service capabilities, and ensure the accuracy, reliability, and traceability of quantity values of instruments and equipment. (12) Promoting High-end Development of Metrology Encourage regional and small and medium-sized metrological institutions to grow stronger, promote the clustered development of manufacturing metrology, establish first-class service concepts and management models, and upgrade service quality. Encourage the use of advanced technologies and theoretical innovations in service models, expand high-value-added metrological services, and efficiently respond to and accurately meet enterprises' precision measurement needs. Strengthen the efficient supply of high-accuracy and high-reliability measuring instruments, reference materials, and other products, accelerate the high-quality iteration of metrological technical specifications, and improve metrological technical levels. (13) Promoting Intelligent Transformation of Metrology Strengthen the application of cutting-edge technologies such as artificial intelligence, big data, and cloud computing in the field of manufacturing metrology, increase the digital and intelligent transformation of metrological standard devices and metrological services, and optimize calibration methods and management models. Promote the digitalization of manufacturing metrology, study and establish a manufacturing metrology database, strengthen the intelligent collection, analysis, and application of metrological data, and build a public service platform for improving metrological and standard capabilities in key industrial chains. Promote the networked connection of metrological resources, promote the sharing of metrological data, realize the integration of metrology with manufacturing processes and product quality control, and improve the networked service capabilities of manufacturing metrology. (14) Promoting Green Upgrading of Metrology Promote manufacturing metrology and industrial green, low-carbon, and safe development simultaneously, comprehensively promote low-energy-consumption and low-emission measuring instruments and reference materials, widely implement electronic certificates, and promote green and low-carbon transformation. Guide instrument and meter enterprises to build green production lines, carry out full-process dynamic monitoring, precise control, and optimized management of energy and pollutants, and improve resource utilization levels. Study carbon metrology technologies, explore a "measurable, reportable, and verifiable" carbon metrology system, and provide support for the establishment and improvement of the national carbon emission statistics and accounting system. V. Strengthening Safeguard Measures (1) Strengthening Organizational Implementation Strengthen policy coordination, implement existing policy measures to support manufacturing metrology, and strengthen manufacturing metrology tasks in the implementation of relevant national major projects. Guide localities to give play to their characteristic advantages and formulate effective implementation measures. Organize the implementation of special projects for improving manufacturing technology foundations, and deploy in advance a number of frontier metrological technology research and preliminary research projects on measuring instruments. Promote independent measuring instruments and reference materials to be included in relevant catalogs of the first (set) of major technical equipment, and give full play to the role of the first (set) insurance compensation pilot policy. (2) Increasing Resource Input Give play to the role of the national industrial-financial cooperation platform, and support financial institutions to increase financing support for metrological institutions on the premise of compliance with laws and regulations and controllable risks. Implement the "technology-industry-finance integration" special project, and encourage early-stage investment and venture capital to increase capital investment in the industrialization of manufacturing metrological scientific and technological achievements. Support eligible metrological institutions to go public for financing. Improve the inclusive policy system that encourages enterprises to increase metrological investment. For newly purchased measuring instruments by enterprises that meet relevant national regulations, they are allowed to be included in current cost expenses at one time and deducted when calculating taxable income. (3) Focusing on Industry Guidance Give full play to the role of industry metrological technical committees, strengthen the investigation and research on the current situation of industry metrology and analysis of development trends, and timely reflect enterprises' metrological demands and common industry metrological issues. Support special seminars on manufacturing metrological technologies, and guide member units to participate in the formulation, promotion, and application of industry metrological technical specifications. Promote communication between innovation carriers of national advanced manufacturing clusters and industry associations, and jointly promote the coordinated development of manufacturing metrology in information release, technical docking, seminar exchanges, talent training, and other aspects. (4) Deepening International Cooperation Support enterprises to actively integrate into the global industrial and supply chains, make overall use of existing practice base platforms, and establish international metrological R&D centers and metrological skilled talent training bases. Strengthen cooperation with relevant countries, regions, and international organizations, and continuously improve the international cooperation and exchange system for manufacturing metrology. Encourage multinational corporations, foreign scientific research institutions, etc., to establish frontier metrological technology R&D centers in China, and promote joint R&D and application of manufacturing metrological technologies by domestic and foreign enterprises. Actively participate in international metrological comparisons and steadily improve the internationally recognized metrological calibration and measurement capabilities.
