National Development and Reform Commission, Ministry of Industry and Information Technology, and Energy Bureau of all provinces, autonomous regions, and municipalities directly under the Central Government: To implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, actively and steadily advance the achievement of carbon peak and carbon neutrality, accelerate the comprehensive green transformation of economic and social development, support qualified regions in taking the lead in building a number of zero-carbon parks, gradually improve relevant planning and design, technical equipment, business models, and management specifications, promote the low-carbon and zero-carbon transformation of various parks in a planned and step-by-step manner, help parks and enterprises reduce carbon emissions and increase efficiency, and provide solid support for achieving the goals of carbon peak and carbon neutrality, the relevant matters concerning the construction of zero-carbon parks are hereby notified as follows: ### I. Key Tasks #### (1) Accelerate the transformation of energy consumption structure in parks Strengthen the development and utilization of renewable energy in and around parks, support parks in matching and connecting with non-fossil energy power generation resources in surrounding areas, scientifically allocate regulatory resources such as energy storage, develop green power direct supply models (e.g., direct connection of green electricity and就近 access of new energy to incremental distribution networks) based on local conditions, encourage participation in green certificate and green power transactions, and explore hydrogen-electricity coupling development and utilization models. Promote parks to actively utilize thermal energy resources such as biomass energy, nuclear energy, solar thermal energy, geothermal energy, and industrial waste heat to achieve clean and low-carbon heating systems. Explore the substitution of fossil fuels and raw materials with hydrogen energy and biomass. #### (2) Vigorously promote energy conservation and carbon reduction in parks Promote parks to establish energy consumption and carbon emission management systems, in-depth carry out enterprise energy efficiency and carbon efficiency diagnosis and evaluation, strengthen energy conservation supervision and daily management of key energy-using equipment, and eliminate backward production capacity, outdated technologies, and obsolete products/equipment. Support enterprises in benchmarking against leading and advanced standards, implement energy-saving and carbon-reduction transformations and energy-using equipment upgrades, and encourage enterprises to build factories with extreme energy efficiency and zero-carbon factories. #### (3) Adjust and optimize the industrial structure of parks Encourage parks to accelerate the optimization and adjustment of their industrial structure, layout and develop emerging industries with low energy consumption, low pollution, and high added value, and explore the "green manufacturing green products" model that uses green energy to produce green products. Support energy-intensive industries in orderly transferring and clustering to parks with sustainable resource support, guaranteed energy supply, and environmental capacity, and explore paths for deep carbon reduction. #### (4) Strengthen resource conservation and intensive utilization in parks Coordinate the spatial layout of parks and enterprises, improve the intensive utilization of land resources, and promote cascaded energy utilization and recycled water use. Improve the waste recycling network in parks, and promote the resource utilization of industrial solid waste, waste pressure, waste heat, waste cold, waste gas, waste liquid, and waste residue. #### (5) Improve and upgrade park infrastructure Optimize the planning and design of park infrastructure, and systematically promote the construction and transformation of infrastructure such as electricity, heating, gas, hydrogen energy, water supply and drainage, and pollution control. Promote the design and construction of new buildings in accordance with ultra-low energy consumption and near-zero energy consumption standards. Improve green transportation infrastructure in parks and accelerate the replacement of transportation tools with low-carbon and zero-carbon alternatives. #### (6) Strengthen the application of advanced and applicable technologies Support parks in carrying out in-depth cooperation with enterprises, universities, and research institutions, strengthen the transformation and application of scientific and technological achievements, explore mechanisms for deep integration of green and low-carbon technology research and development with industrial development, create demonstration application scenarios focusing on advanced and applicable low-carbon, zero-carbon, and negative-carbon technologies, and form technically and commercially viable solutions. #### (7) Enhance the energy and carbon management capabilities of parks Support parks in building energy and carbon management platforms covering major energy-using enterprises, strengthen the monitoring, forecasting, and allocation capabilities of energy consumption loads in parks and enterprises, and provide support for carbon emission accounting, source-grid matching and regulation, demand-side management of electricity, multi-energy synergy and complementarity, and efficient resource recycling. #### (8) Support parks in strengthening reform and innovation Support local governments, park enterprises, power generation enterprises, power grid enterprises, and comprehensive energy service providers in participating in zero-carbon park construction, and explore path models for achieving high-proportion renewable energy supply and consumption. Encourage qualified parks to participate in the electricity market in the form of virtual power plants (load aggregators) to improve resource allocation efficiency and power system stability. ### II. Safeguard Measures The National Development and Reform Commission will coordinate the use of existing funding channels to support zero-carbon park construction, encourage local governments to provide financial support for zero-carbon park construction, and support eligible projects through special bonds issued by local governments. Policy banks are encouraged to provide medium- and long-term credit support for eligible projects. Eligible enterprises are supported to issue bonds for zero-carbon park construction. Parks are supported in introducing external talents, technologies, and professional institutions to serve enterprises in energy-saving and carbon-reduction transformations, carbon emission accounting and management, and product carbon footprint certification. Explore the implementation of a "one-window" approval system for multi-energy complementary and multi-energy co-supply projects in zero-carbon parks. Strengthen energy factor guarantees, innovate energy-saving review and carbon emission evaluation models within zero-carbon parks, and explore the implementation of regional approval or project filing. Strengthen land and sea use guarantees for new parks, new energy power sources, and power supply facilities. ### III. Organization and Implementation #### (1) Strengthen overall coordination The National Development and Reform Commission will coordinate the promotion of zero-carbon park construction, continue to deepen reform and innovation in relevant fields, and provide active support for zero-carbon park construction in terms of pilot exploration, project construction, and funding arrangements. The Ministry of Industry and Information Technology will guide local governments in promoting low-carbon transformation of industrial parks and support qualified industrial parks in building zero-carbon parks. The National Energy Administration will guide local governments in strengthening the construction and reform of green energy supply systems in zero-carbon parks and promoting changes in park energy supply and consumption models. Local development and reform commissions should work with local industry and information technology and energy authorities to implement the work in light of actual conditions. #### (2) Organize park applications Considering factors such as energy endowment, industrial foundation, reliable power supply, and carbon reduction potential, local development and reform commissions, together with local industry and information technology and energy authorities, should recommend qualified and willing parks to build national-level zero-carbon parks (see Annex 1 for basic conditions), guide parks in comprehensively analyzing project feasibility, calculate economic, environmental, and social benefits, and compile application documents as required (see Annex 2 for the outline). The number of parks recommended by each region shall not exceed 2. The list of recommended parks and construction plans shall be submitted to the National Development and Reform Commission (Department of Environment and Resources) by August 22. #### (3) Solidly carry out construction The National Development and Reform Commission, together with relevant parties, will review the construction plans of parks recommended by local governments, and determine the first batch of national-level zero-carbon parks based on factors such as industrial representativeness, comprehensive demonstration, and carbon emission reduction potential. For parks included in the construction list, local development and reform commissions should strengthen work guidance and coordinate to solve difficulties and problems. Local governments may carry out the construction of provincial-level zero-carbon parks according to local conditions. #### (4) Strengthen evaluation and summary After the completion of the construction period of national-level zero-carbon parks, provincial development and reform commissions will organize self-evaluation. If the self-evaluation meets the requirements, the National Development and Reform Commission will organize relevant departments and units to carry out evaluation and acceptance (see Annex 3 for the indicator system). Parks that pass the evaluation and acceptance will be formally recognized as national-level zero-carbon parks. Local development and reform commissions should work with relevant parties to keep abreast of the progress of zero-carbon park construction in their regions, summarize experiences, and explore useful lessons for low-carbon transformation in related industries, regions, and other parks.
