Zhongguancun Science City Administration Committee June 30, 2025 # Haidian District Action Plan for Pioneering and Leading Scientific Instruments (2025-2027) (Issued Version) To implement the national and Beijing municipal decisions and arrangements on the development of high-end scientific instruments, based on the functional positioning of Beijing as a core area of the international science and technology innovation center, and give full play to Haidian District's advantages in innovative talents led by academicians and experts, leading technological advantages in fields such as artificial intelligence and quantum information, and advantages in application scenarios with clustered universities, research institutes, and scientific research institutions, this plan is formulated to cultivate a globally competitive scientific instrument industry cluster. This plan adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adheres to the principles of market leadership, application-driven, and innovation-driven, gives full play to the decisive role of the market in resource allocation, is oriented to actual application needs, and strengthens original innovation and forward-looking planning. Within approximately three years, efforts will be made to further enhance the R&D capabilities of scientific instrument technologies and products, support the application and promotion of a number of high-end scientific instruments, cultivate a number of leading enterprises with advantages in high-end scientific instruments, improve the industrial ecosystem, and upgrade the industrial level of high-end scientific instruments in Haidian District. ## I. Key Tasks ### (I) Technology and Product Foundation-Strengthening Project 1. **Accelerate breakthroughs in iconic complete sets of high-end scientific instruments** Tap deeply into the innovation resources of universities and research institutes, promote industry-university-research cooperation, and deploy domestic high-end frontier scientific instruments such as cryo-electron microscopes, scanning probe microscopes, and super-resolution optical microscopes to achieve breakthroughs in independent intellectual property rights from scratch. Relying on enterprises with strong technical strength, deploy digital PCR instruments, high-resolution field emission scanning electron microscopes, high-performance liquid chromatographs, and high-performance Raman spectrometers, etc., to enhance the performance of instrument products to reach the international leading level. 2. **Promote R&D of key core components and technologies** Support the connection and integration of industrial chain and innovation chain resources, focus on key components and technologies such as high-performance field emission electron guns, vacuum and ultra-high vacuum technologies, high-end detectors and sensors, to solve the problems of supply chain security and cost for domestic scientific instruments. Focus on the independent development and upgrading of reagent consumables such as rapid library construction kits, chromatographic columns, and encoded microspheres, to improve experimental efficiency, break import dependence, empower industrial upgrading, and support the sustainable development of scientific instrument enterprises. 3. **Promote the development and application of underlying general software technologies** Focus on the independent R&D of software for data analysis and processing, control and management systems of high-end scientific instruments, promote the establishment of standardized hardware communication interfaces, build an open ecosystem, improve system compatibility and convenience, and solve hidden dangers of data security through the independence of underlying software. Support the construction of spectral libraries, mass spectral libraries and other databases with domestic independent intellectual property rights, break foreign technical monopolies, reduce dependence on foreign databases, ensure data security in key fields, and enhance the international competitiveness of domestic instruments. 4. **Explore new paths for artificial intelligence to empower scientific instruments** Give play to Haidian District's leading advantages in artificial intelligence technology, encourage enterprises to accumulate data resources such as vertical corpora and vertical databases around the scientific instrument industry, and develop vertical large models in combination with typical scientific instruments and laboratory scenarios, to promote the automation and intelligent transformation of instrument operation, data analysis, and laboratory management. Encourage enterprises to explore the optimization of data collection and processing, analysis and modeling capabilities of high-end scientific instruments through artificial intelligence algorithms, reduce errors caused by manual intervention, and improve experimental efficiency and detection accuracy. ### (II) Application and Promotion Demonstration Project 5. **Promote the construction and service of instrument sharing platforms** Encourage instrument sharing platforms of universities and research institutes to cooperate with market-oriented testing service institutions, revitalize existing instrument resources, and improve the utilization rate and effectiveness of instruments. Support universities, research institutes, state-owned enterprises, government agencies, and various testing institutions to purchase and use domestic scientific instruments, and promote application feedback and iterative upgrading of domestic high-end scientific instruments. 6. **Carry out testing, verification, and evaluation of scientific instruments** Support instrument enterprises to cooperate with instrument platforms of universities, research institutes, and market-oriented institutions. Through multi-scenario and multi-index evaluation and feedback from the application side, these platforms will issue reliable and fair verification reports that meet actual application needs, promote the iterative update of instrument products, and form a recommendation list of high-performance instruments. 7. **Promote the establishment of a user committee composed of typical user units** Unite analysis and testing centers of universities, research institutes, enterprises and other units to organize the establishment of a scientific instrument user committee, strengthen the connection between the supply side and the application side, accelerate the application verification of high-end scientific instruments, and improve product quality and maturity. ### (III) Innovation Entity Quality Improvement Project 8. **Cultivate leading enterprises in high-end scientific instruments** Support advantageous enterprises to integrate industrial chain resources and expand product lines through R&D layout and mergers and acquisitions around the core technology system, accelerate their growth into industry leaders, and expand global markets. 9. **Help small and medium-sized enterprises grow and develop** Encourage specialized, sophisticated, distinctive, and novel small and medium-sized enterprises in segmented fields to focus on advantageous products, continuously improve technical levels, enhance market competitiveness, support enterprises in specialized and differentiated development, and attract and cultivate a number of specialized, sophisticated, distinctive, and novel enterprises as well as unicorn enterprises. 10. **Promote the transformation and implementation of achievements from universities and research institutes** Encourage universities, research institutes, and scientific research institutions to strengthen original innovation, actively carry out project incubation and implementation, or complete the process of technology patent transfer, productization, and commercialization through cooperation with advantageous enterprises. 11. **Build characteristic parks for the high-end scientific instrument industry** Differentiate the layout of industrial chain links: focus on enterprise introduction, cultivation, display, and promotion in the southern region; focus on pilot testing, verification, assembly, and commissioning in the northern region. Improve industrial services and public facilities in the parks, strengthen collaboration between upstream and downstream enterprises in the industrial chain, and accelerate the cultivation of industrial clusters. ### (IV) Industrial Ecosystem Optimization Project 12. **Finance empowers enterprise growth and development** Give play to the role of government funds in guiding and coordinating with social capital, support investment in high-quality projects of high-end scientific instruments, and help enterprises at different growth stages obtain financing. Deepen the construction of Zhongguancun Science and Technology Innovation Financial Service Center, improve the diversified financial service system integrating investment, loan, and guarantee, and support enterprises to grow stronger through listing and quotation. 13. **Strengthen the recruitment and training of professional talents** Support enterprises to recruit overseas senior industry experts to engage in the high-end scientific instrument industry in China, and introduce cutting-edge core technologies, processes, and management models. Cultivate a group of engineering application talents in high-end scientific instruments, accelerate the solution of engineering problems, and make up for talent shortages in key fields of high-end scientific instruments. 14. **Strengthen standard construction and patent layout Encourage enterprises to actively participate in the formulation of international, national, or industry standards, and promote the formulation of a number of technically influential international standards around the analysis data standards of high-end scientific instruments such as high-end chromatographs and organic mass spectrometers. Give full play to the efficiency of patent pre-examination services of the Intellectual Property Protection Center to help enterprises and industries achieve high-quality development. 15. **Promote openness and sharing of the industry ecosystem Give play to the advantages of professional resources such as universities, research institutes, industry associations, and third-party media, support the holding of academic forums, professional competitions, industrial seminars, application promotion and other activities in the field of scientific instruments, and provide professional knowledge and guidance for industrial development. Support domestic and foreign exchanges and cooperation in industry-university-research fields, carry out innovation chain and industrial chain docking cooperation, and actively expand overseas markets. ## II. Safeguard Measures First, **strengthen overall coordination**. Establish a municipal-district linkage working mechanism, strengthen cross-departmental communication and collaboration, systematically promote scientific instrument technology research and verification, platform construction, financial support, application promotion, industrial development, ecological construction, etc., and actively strive for the implementation of national and municipal projects. Second, **strengthen financial support**. Actively strive for special funds from the central and Beijing municipal governments, make good use of policies such as Beijing's high-precision industry development funds and the first (set) of major technical equipment, support municipal platforms to develop in Haidian, and increase financial support for domestic high-end scientific instruments. Third, **carry out publicity and promotion**. Rely on key central, municipal, and district-level media, official WeChat public accounts, Sina Weibo and other new media platforms, as well as industry exchange platforms, to promote the scientific instrument industry system, innovation ecosystem, application promotion, key projects, etc.
