To further promote the development of the metrology industry, strengthen its agglomeration advantages, enhance the role of metrology industrial parks in achieving innovative breakthroughs and playing a leading and driving role, foster a sound development ecosystem for the metrology industry, and serve the development of new productive forces, the following measures are formulated to support the construction of metrology industrial parks. 1. Supporting domestic metrological instrument enterprises in obtaining type approval certificates Encourage and support metrological technical institutions in the provinces (autonomous regions, municipalities directly under the Central Government) where metrology industrial parks are located to actively apply to become national type evaluation laboratories in relevant fields, and provide necessary guidance and assistance based on the actual needs of metrological instrument manufacturing enterprises in the parks. In accordance with the relevant requirements of the *General Specification for Type Evaluation of Measuring Instruments* (JJF1015-2014), for metrological instrument manufacturers in metrology industrial parks that improve approved types, the metrological technical institutions undertaking type evaluation shall determine evaluation items based on the specific circumstances of the type improvement and provide necessary optimization and simplification. 2. Supporting export-oriented metrological instrument enterprises in obtaining relevant certificates Encourage and support national type evaluation technical institutions in the provinces (autonomous regions, municipalities directly under the Central Government) where metrology industrial parks are located to apply to become designated laboratories for OIML (International Organization of Legal Metrology) certificates in accordance with relevant requirements. For metrological instrument export enterprises applying for OIML certificates, the State Administration for Market Regulation shall provide necessary guidance and support. 3. Optimizing the approval process for secondary reference materials Based on actual needs and applications, the State Administration for Market Regulation may delegate the approval authority for the grading and appraisal of secondary reference materials within metrology industrial parks to the provincial market supervision departments where the parks are located. After the delegation of relevant approval authority, research and development units of secondary reference materials with their registered address in metrology industrial parks may apply directly to the provincial market supervision departments where the parks are located for reference material grading and appraisal, instead of applying to the State Administration for Market Regulation. 4. Assisting enterprises in establishing metrological standards For enterprises with their registered address in metrology industrial parks that need metrological standard establishment assessment but lack access to corresponding assessment capabilities locally, the superior market supervision departments shall provide necessary guidance and assistance. For metrology industrial parks located in pilot cities for business environment innovation, enterprises' internal highest metrological standards shall be exempted from establishment assessment in accordance with the requirements of the pilot cities for business environment innovation, and shall be managed independently by enterprises, provided that they meet the requirements of metrological traceability. 5. Exploring the implementation of "two inspections in one" Provincial market supervision departments may, based on actual conditions, carry out pilot reforms of "two inspections in one" for water meter and gas meter manufacturers with their registered address in metrology industrial parks. Authorized manufacturers shall conduct ex-factory inspection and initial mandatory inspection on civil water meters and gas meters manufactured by themselves; once qualified, no further inspection shall be required before installation and use. 6. Strengthening the supply of metrological technical resources Encourage and support metrological technical institutions in the provinces (autonomous regions, municipalities directly under the Central Government) where metrology industrial parks are located, or qualified technical institutions or enterprises within the parks, to establish national and provincial industrial metrology and testing centers, carbon metrology centers, metrology data application centers, metrological instrument and equipment evaluation laboratories, and professional metrology stations in accordance with relevant requirements and applications, so as to improve the capacity and level of metrological technical resource supply in the parks. 7. Building public metrological technical service platforms Support institutions of higher education, research institutes, and metrological technical institutions to strengthen cooperation with enterprises in metrology industrial parks on scientific research projects and conduct joint project research. Support the establishment of professional technical service platforms such as joint laboratories and inspection and testing platforms within metrology industrial parks, open and share instruments, equipment, and laboratory facilities, and provide enterprises in the parks with services such as technical research and development, metrological testing, and inspection and testing, so as to reduce the costs of enterprises' scientific research and testing. Support and assist relevant units in metrology industrial parks in applying for or participating in various national, provincial, and municipal metrological scientific research projects. 8. Increasing efforts in targeted metrological assistance Establish a paired assistance mechanism for metrology industrial parks. Based on the actual needs of metrology industrial parks, the State Administration for Market Regulation shall promote relevant metrological technical institutions to provide targeted support. Guide targeted metrological technical institutions to establish relevant laboratories in metrology industrial parks and provide targeted metrological technical assistance and guidance to enterprises or technical institutions in the parks. Guide and assist enterprises in metrology industrial parks in establishing and improving measurement management systems, and enhance their metrological capabilities and levels. 9. Strengthening the training of metrological talents Strengthen metrological training for personnel of relevant enterprises and technical institutions in metrology industrial parks, and open the courses of "China Metrology Cloud Classroom" to the parks. Support relevant enterprises and technical institutions in metrology industrial parks to participate in professional metrological technical committees and working groups, and engage in the formulation and revision of relevant national or local metrological technical specifications. Encourage institutions of higher education to jointly carry out metrological professional talent training with metrology industrial parks, and give priority support to the preparation of national metrological talent training centers relying on metrology industrial parks when relevant conditions are met.
