According to the notice, eligible small and medium-sized enterprises, on a voluntary basis, shall log in to the "Science and Technology-based Small and Medium-sized Enterprises" evaluation system (hereinafter referred to as the evaluation system) on the High-Quality Small and Medium-sized Enterprises Gradient Cultivation Platform (https://zjtx.miit.gov.cn/) to register, fill in relevant enterprise information, upload relevant supporting materials with the official seal of the enterprise, and ensure that the filled content and submitted materials are accurate, true, legal and valid. They shall not apply through third-party intermediaries. In case of any fraudulent behavior, the qualification for this year's evaluation will be cancelled, and they will not be allowed to participate in the evaluation within three years. In 2025, the evaluation system will be open from June 30 to September 30, during which enterprises can fill in information. Provincial competent departments shall complete the publicity of all batches of enterprises to be included in the database by October 31, complete the centralized random inspection and relevant handling of enterprises included in the database by December 15, and complete and submit the annual evaluation work summary by December 31. The "Guidelines for Science and Technology-based Small and Medium-sized Enterprises Evaluation Service Work" clearly states that science and technology-based small and medium-sized enterprises must meet the following conditions simultaneously: 1. Resident enterprises registered in China (excluding Hong Kong, Macao and Taiwan regions) or established in accordance with the laws of foreign countries (regions) but with actual management organs in China, which have sound accounting, implement audit-based taxation, can accurately collect research and development expenses, and pay enterprise income tax. 2. The total number of employees does not exceed 500, the annual sales income does not exceed 200 million yuan, and the total assets do not exceed 200 million yuan. 3. The industry of the enterprise is not within the scope of restricted and eliminated categories specified in the "Guidelines for Industrial Structure Adjustment" issued by the National Development and Reform Commission, nor within the industries that do not apply the pre-tax additional deduction policy for research and development expenses specified in the "Notice on Improving the Pre-tax Additional Deduction Policy for Research and Development Expenses" (Cai Shui 〔2015〕 No. 119) issued by the Ministry of Finance, the State Taxation Administration and the Ministry of Science and Technology. 4. The enterprise has not committed major safety accidents, major quality accidents, serious environmental violations, serious fraud, or serious scientific research dishonesty in the previous fiscal year and the current year, and has not been included in the list of abnormal operations or seriously illegal and dishonest enterprises in the previous fiscal year and the current year. 5. The comprehensive evaluation score of the enterprise according to the evaluation indicators for science and technology-based small and medium-sized enterprises is not less than 60 points, and the score of the scientific and technological personnel indicator shall not be 0. Enterprises that meet the above evaluation conditions can be directly confirmed as meeting the conditions of science and technology-based small and medium-sized enterprises regardless of their comprehensive evaluation scores if they meet one of the following conditions: 1. The enterprise holds a valid high-tech enterprise qualification certificate; 2. The enterprise has won national science and technology awards in the past five years; 3. The enterprise has a research and development institution at or above the provincial and ministerial level that has been recognized; 4. The enterprise has taken the lead in formulating international standards, national standards or industry standards in the past five years. The evaluation indicators for science and technology-based small and medium-sized enterprises specifically include three categories: scientific and technological personnel, research and development investment, and scientific and technological achievements, with a full score of 100 points. 1. Scientific and technological personnel indicator (full score 20 points). Evaluation is carried out in grades according to the proportion of scientific and technological personnel in the total number of employees of the enterprise. A. 30% (inclusive) or more (20 points) B. 25% (inclusive) - 30% (16 points) C. 20% (inclusive) - 25% (12 points) D. 15% (inclusive) - 20% (8 points) E. 10% (inclusive) - 15% (4 points) F. Less than 10% (0 points) 2. Research and development investment indicator (full score 50 points). Enterprises choose one indicator from (1) and (2) for scoring. (1) Evaluation is carried out in grades according to the proportion of the total research and development expenses of the enterprise to the sales income. A. 6% (inclusive) or more (50 points) B. 5% (inclusive) - 6% (40 points) C. 4% (inclusive) - 5% (30 points) D. 3% (inclusive) - 4% (20 points) E. 2% (inclusive) - 3% (10 points) F. Less than 2% (0 points) (2) Evaluation is carried out in grades according to the proportion of the total research and development expenses of the enterprise to the total cost and expense expenditure. Evaluation is carried out in grades according to the types and quantities of intellectual property rights related to main products (or services) owned by the enterprise within the validity period (there should be no disputes or conflicts over the intellectual property rights). They shall not apply through third-party intermediaries. In case of any fraudulent behavior, the qualification for this year's evaluation will be cancelled, and they will not be allowed to participate in the evaluation within three years. II. Relevant Requirements for the Evaluation Work Competent departments for science and technology-based small and medium-sized enterprises in all provinces, autonomous regions, municipalities directly under the Central Government, and cities specifically designated in the state plan (hereinafter collectively referred to as provincial competent departments) shall earnestly do a good job in the evaluation of science and technology-based small and medium-sized enterprises: (1) Conduct a comprehensive review of the materials of participating enterprises. Each provincial competent department shall organize evaluation institutions to review the materials and supporting documents filled in by all enterprises. For those with complete information and meeting the conditions, the provincial competent department shall publicize them in the evaluation system for 10 working days. Enterprises with no objections after the publicity shall be included in the national information database of science and technology-based small and medium-sized enterprises and announced in the evaluation system. (2) Conduct on-site inspections of some enterprises. If the participating enterprises in this year meet one of the following situations, each provincial competent department shall organize evaluation institutions to carry out on-site inspections before the publicity and keep the inspection materials: 1. Enterprises with a total of 5 or fewer employees. 2. Enterprises with a proportion of scientific and technological personnel of 90% or more and a total of 50 or more employees. 3. Enterprises that have had serious illegal acts and dishonesty, revocation of database entry numbers, etc. in the past three years. 4. Enterprises participating in the evaluation for the first time. (3) Organize centralized random inspection of enterprises included in the database. Each provincial competent department shall organize evaluation institutions to carry out centralized random inspections at the end of the year, and verify the application materials of no less than 5% of the science and technology-based small and medium-sized enterprises included in the database throughout the year. Enterprises that do not meet the conditions shall have their numbers revoked. (4) Strengthen the supervision mechanism for the evaluation work. Each provincial competent department shall take the initiative to publicly disclose the supervision methods to the society, consciously accept social supervision, and promptly verify and handle the public objections, complaints and reports of enterprises to be included in the database. For regions with a large number of enterprises with risk objections in the evaluation work, our ministry will organize relevant institutions to carry out on-site supervision and guidance to improve the quality of the evaluation work. (5) Do a good job in summarizing the annual evaluation work. Each provincial competent department shall timely summarize the 2025 evaluation work for science and technology-based small and medium-sized enterprises, including the implementation of the evaluation work, the situation of on-site inspections, the situation of enjoying the pre-tax additional deduction policy for research and development expenses, the introduction and implementation of local relevant policies, main experiences and practices, existing problems and suggestions for the next work. III. Time Arrangement In 2025, the evaluation system will be open from June 30 to September 30, during which enterprises can fill in information. Each provincial competent department shall complete the publicity of all batches of enterprises to be included in the database by October 31, complete the centralized random inspection and relevant handling of enterprises included in the database by December 15, and complete and submit the annual evaluation work summary by December 31.
